Liverpool BID Update July 2017

The Liverpool BID Company works on behalf of our BID members to provide added value and champion their voice to partners within the city.

To help keep our members informed of our progress and the things we are representing them on; we produce a monthly update.

This month, a large amount is being done in areas around cleansing, safety and street dwelling, we are representing our members’ views to improve services and support.

Cleansing & Environment – BID projects latest update:

  • Liverpool BID Company is in discussions with LCC on the additional cleansing services in the BID areas. This involves establishing the baseline provided so that additional services can be carried out by the BID.
  • LCC undertook a cleanse of Bold Street prior to the Celebrating Bold Street event on 9 July. In addition Liverpool BID Company are to fund 11 brand new street litter bins on Bold Street to replace the existing 10 and bringing in one additional. This is awaiting a cost from LCC.
  • BID alley-gates scheme continuing to be maintained and better managed since the BID refurbished and changed keys.
  • City Centre Tree Lighting Strategy was approved by both BID Operating boards to work in partnership with Liverpool City Council to extend their tree lighting strategy for the St Georges Quarter across the whole city centre. Every tree in the BID areas will be lit with high quality, sustainable lighting as a result.

Safety – BID projects latest update:

  • BID is negotiating the service level agreement with City Watch (Council’s CCTV control room) to fund an additional member of the staff to provide additional safety services through the Radio Link scheme for evening and night-time economy (ENTE) BID members Thursday-Saturday, 9pm-5am.
    This has been approved by the Commercial District BID Operating Board and is awaiting approval from City Central BID Operating Board.
  • BID ENTE Provision Both a ENTE Radio Link (utilising the current link service to retailers) and night time version of DISC will be launched.
    This is set to coincide with the launch of the City Watch provision, estimated for August. 
  • BID launched a pilot programme with Merseyside Community Rehabilitation Company (Probation) to involve retailers on helping shoplifter offenders on their rehabilitation and stop people from committing crime.

  • BID is currently considering proposals for 2 SIA (Security Industry Authority) badged team members to work every week Thursday-Saturday, 6pm-2am. Their role would be to visit and support all BID leisure, hospitality and accommodation businesses for reassurance and support. It will link with City Watch and ENTE Radio Link. This was approved by the City Central Operating board and is being considered by the Commercial District Operating Board.

    • Argus, counter terrorism training for employees – Tue, 10 Oct, 10-12noon
    • Griffin, counter terrorism training for managers – Wed, 11 Oct, 10-12noon
    • ENTE security and intelligence briefing – TBA

Street dwellers – BID projects latest update:

  • Outcome of the Mayor’s Task Group on rough sleeping has been delayed and it’s due to be announced in July.
  • BID is leading on the Joint Agency Group for the Change? programme Birkenhead BID is willing to get on board and further discussions are taking place with Liverpool ONE to join the programme.
  • Liverpool City Council is producing a Public Space Protection Order (PSPO) which is looking to ensure the law-abiding majority can use and enjoy public spaces, safe from anti-social behaviour in its various forms. Public consultation is due to be announced shortly.

Marketing and Animation – BID projects latest update:

  • BID has partnered with Culture Liverpool for a new joint-up Christmas light scheme in the city centre including the BID areas. BID Christmas steering group leading on the activities.
  • Discussions with Liverpool ONE, St Johns and Metquarter for a city-wide Student Takeover campaign during 25 Sep – 1 Oct.
  • BID is key sponsor of ICE (Institution of Civil Engineers) Lego Bridge which will be installed at The Capital Building on Old Hall Street and open to the public on 11 August.
  • BID partnered with British Style Collective (former The Clothes Show) on their Expert Stage to showcase BID businesses. Sponsorship included promotional videos of the BID areas including Bold Street, High Street, Metquarter, Cavern Quarter and Castle Street through bespoke videos, inclusion on their e-blast, PR campaign and online and physical presence at the event that took place 7-9 July.
  • BID launched Independents’ Week campaign 3-9 July to showcase and promote independent BID businesses across the city centre. Key elements:
    • Week-long of events and promotions at independent businesses 3-9 July.
    • Networking breakfast event week with guest speakers on Tuesday 4 July.
    • Key event on Bold Street: Celebrating Bold Street on Sunday 9 July.
  • Production and delivery of the summer edition of the city map co-funded with Liverpool ONE. If your businesses needs city map email us to info@liverpoolbidcompany.com and we will include you on our delivery list.
